Rule 11
Consultation with Ministry of Finance

(1) Any Ministry shall consult with the Ministry of Finance before making any decision, order or issuing a notice on the following matters.
(a) Exemption or exemption from revenue or other government funds,
(b) expending sums not specified in the title subheadings under the Appropriations Act,
(c) Expenditure for which the prior approval of the Ministry of Finance is required,
(d) To increase the number of government service posts or to increase the level of the current posts, but only for a specified period of time, if the approved budget amount is enough to create a special post, there is no need to consult the Ministry of Finance.
(e) Increase or decrease the salaries, allowances and other benefits of government employees (f) the temporary or permanent transfer of Government property by sale, donation or mortgage,
(g) Accepting loans or grants or technical assistance from foreign governments or international associations, organizations or related commitments or the issue of guarantees by the Government of Nepal,
(h) the provision of loans, grants or assistance to institutions owned by the Government,
(j) To become a member of an international association or a party to a treaty or agreement that incurs any financial obligations.
(2) The Ministry of Finance shall consult with the Ministry of General Administration before making any decision, order or issuing a notification regarding clauses (d) and (e) of sub-rule (1).
